Clearing Corporation has commenced live operations for settlement of Forex Interbank deals from value date November 12, 2002. Currently, CCIL’s operations cover the interbank Cash, Tom, Spot and Forward US Dollar-Indian Rupee (USD-INR) trades.

Connectivity to the RBI’s INFINET network is a prerequisite for members availing of CCIL’s services for settlement of their trades.

No settlement and processing takes place on Saturdays, Sundays and such other days as are not business days in either Mumbai or New York. There will be at least one settlement per Mumbai and New York business day.

Members submit deal confirmation files, over INFINET to CCIL. The deal confirmation data received from the counterparties are validated, matched, and taken up for netting and settlement. Following the procedure of multilateral netting, one net payable or receivable amount, in respect of both USD and INR, is arrived at. The Rupee leg is settled through the members’ current accounts with RBI and the USD leg through CCIL’s account with the Settlement Bank at New York.

SGF for Forex Settlement :

Members of CCIL’s Forex Segment are required to deposit their margin contribution into CCIL’s Settlement Guarantee Fund (SGF) maintained for this business segment.

Individual member contributions to SGF are a function of the Net Debit Cap allotted to the concerned member and the margin factor assigned to it.

SGF is received in US Dollars funds only to CCIL’s dedicated USD Nostro Account with its Settlement Bank at New York, USA.

Member contributions to SGF are payable in US Dollars’ funds only.

Members desirous of making SGF contributions are required to intimate CCIL about the same using a prescribed format within cut-off timings prescribed for the purpose. The relative contributions are to be remitted directly by the concerned member to the credit of CCIL’s USD Nostro Account with its Settlement Bank in New York, USA.

Member balances are updated by CCIL upon receipt of relative funds into its USD Nostro Account. Transaction Reports and Holding Reports are electronically delivered to the concerned members along with other daily business reports.

Members seeking to withdraw from their SGF contributions are required to send a prior written notice to CCIL about the same using a prescribed format within cut-off timings prescribed for the purpose.

Withdrawal payments are effected by CCIL by credit of USD funds on relative value date to concerned members’ USD Nostro Accounts with their correspondent banks under advice to the members, after their SGF balances have been suitably reduced. Transaction Reports and Holding Reports are electronically delivered to the concerned members along with other daily business reports.

Corporate Actions and Benefits:

The funds received from members are invested by CCIL in approved investment avenues such as US treasuries, Bank Deposits, etc. Interest and other income earned on such investments are distributed amongst members at six monthly intervals net of costs, based on size and tenor of individual member holdings. This interest is remitted in the same manner as SGF withdrawals under advice to members.

Fedwire is a Real-time Gross Settlement Funds Transfer system operated by the Federal Reserve Banks that enables financial institutions to electronically transfer funds between its more than 9,289 participants (as of March 19, 2009).

In conjunction with the privately held Clearing House Interbank Payments System (CHIPS), Fedwire is the primary United States network for large-value or time-critical domestic and international payments, and it is designed to be highly resilient and redundant. The average daily value of transfers over the Fedwire Funds Service in 2007 was approximately $2.7 trillion, and the daily average number of payments was about 537,000.

CHIPS is a privately operated, real-time, multilateral, payments system typically used for large dollar payments. CHIPS is owned by financial institutions, and any banking organisation with a regulated US presence may become an owner and participate in the network.

The payments transferred over CHIPS are often related to international interbank transactions, including the dollar payments resulting from foreign currency transactions (such as spot and currency swap contracts) and Euro placements and returns.

Payment orders are also sent over CHIPS for the purpose of adjusting correspondent balances and making payments associated with commercial transactions, bank loans, and securities transactions.

Since January 2001, CHIPS has been a real-time final settlement system that continuously matches, nets and settles payment orders. This system provides real-time finality for all payment orders released by CHIPS from the CHIPS queue. To achieve real-time finality, payment orders are settled on the books of CHIPS against participants’ positive positions, simultaneously offset by incoming payment orders, or both. This process is dependant on up to two rounds of required prefunding.

To facilitate this prefunding, CHIP Co. members jointly maintain a pre-funded balance account (CHIPS account) on the books of the Federal Reserve Bank of New York. Under the real-time finality arrangement, each CHIPS participant has a pre-established opening position (or initial prefunding) requirement, which, once funded via a Fedwire Funds Service funds transfer to the CHIPS account, is used to settle payment orders throughout the day.

A participant cannot send or receive CHIPS payment orders until it transfers its opening position requirement to the CHIPS account. Opening position requirements can be transferred into the CHIPS account any time after the opening of CHIPS and Fedwire Funds Service at 9:00 p. m. التوقيت الشرقي. Eastern Time, CHIPS tallies any unreleased payment orders remaining in the queue on a multilateral net basis. The resulting net position for each participant is provisionally combined with that participant’s current position (which is always zero or positive) to calculate the participant’s final net position; if that position is negative, it is the participant’s “final position requirement.”

Each participant with a final position requirement must transfer, via Fedwire Funds Service, this second round of prefunding to the CHIPS account. These requirements, when delivered, are credited to participants’ balances. Once all of the Fedwire Funds Service funds transfers have been received, CHIPS is able to release and settle all remaining payment orders.

After completion of this process, CHIPS transfers to those participants who have any balances remaining the full amount of those positions, reducing the amount of funds in the CHIPS account to zero by the end of the day.

In the event that less than all final position requirements are received, CHIPS settles as many payments as possible, subject to the positive balance requirement, and deletes any remaining messages from the queue. Participants with deleted messages are informed of which messages were not settled, and may choose, but are in no way required, to settle such messages over Fedwire Funds Service.
